Each year, local councils procure waste contracts valued at hundreds of millions of dollars. For most, it is the largest single contract they manage. Due to the typical ten-year procurement cycle – bringing challenges of staff turnover, institutional knowledge atrophy and lack of urgency – it can also be the most cumbersome, costly, time consuming, and risky.

Impact helps dozens of councils each year to de-risk the crucial task of waste services procurement. We have extensive experience in the development, assessment, and oversight of local government waste collection and processing contracts, working in partnership with our clients to ensure services respond effectively and efficiently to the needs of local communities.

Grant writing and delivery

The NSW Government is investing millions into waste and recycling initiatives. Applying for grants can be labour-intensive and timeframes are often short, making it difficult for councils to identify and respond to current opportunities alongside already busy work schedules.

Impact has decades of experience and success supporting local government organisations to secure and manage grant funds, from drafting realistic and achievable grant applications to the full spectrum of project management from concept and delivery to evaluation and reporting. Effective strategic planning for the delivery of waste and resource recovery services requires councils to understand the needs of the communities they serve.

Community willingness to respond positively and adopt new strategies and service changes is also heavily reliant on clear, consistent and continuous education and engagement.

Impact partners with councils around the country to develop strategic frameworks and documentation for community engagement. We also develop and deliver comprehensive education programs that create awareness and acceptance and drive positive behavioural change, from community workshops to managing large LGA-wide campaigns around service changes.

Our approach is immersive, with extensive experience gathering valuable data in the field through waste audits and analysis of the three-bin system, council depots, and business waste.

Regional and rural councils often lack economies of scale that can make the management of waste infrastructure – and meeting the requirements of routine EPA inspections – challenging.

Impact works with councils to ensure that their facilities meet all EPA requirements.

For licensed landfills, this can take the form of a voluntary compliance audit where our team visits the facility and assesses its performance against the licence conditions.

Unlicensed facility performance can be measured against section 142 of the POEO Act, which provides a defence against potential prosecution for land pollution.
